Website of prosecutor's office of Yamalo-Nenets autonomous district, 9 August 2018

On the basis of an appeal by citizens, the prosecutor's office of the city of Noyabrsk conducted a verification of the legality of missionary activity being carried out on the territory of the city of Noyabrsk.

During the oversight event it was established that in June 2018 a man, on his own initiative, conducted missionary activity in a soccer stadium with violation of the requirements of the federal law of 26 September 1997 "On freedom of conscience and religious associations," aimed at drawing attention to and distributing information about the teachings of "Krishnaism" among citizens, without any permitting document.

In accordance with the requirements of active legislation, citizens have the right to conduct missionary activity in the name of a religious organization provided they have in their possession a document issued by the governing body of said organization and conveying the necessary authorizations.

The absence of such permission entails the onset of administrative liability.

Because of this, the prosecutor opened a case against the man regarding the administrative violation of law defined in part 4 of article 5.26 of the Code of Administrative Violations of Law of the RF (conducting missionary activity in violation of the requirements of legislation on freedom of conscience and freedom of religious confession and on religious associations).

The court found the person guilty of committing the aforesaid violation of law and assessed a penalty in the form of a fine of 5,000 rubles.

The implementation of the administrative penalty is under the control of the prosecutor's office of the city. (tr. by PDS, posted 9 August 2018)
